A meeting to discuss the status of the Commuinity Development projects in the Valley Street East-End area was held at the Hilltop Community Center, February 28, 1978 at 7:30 P.M. with the following individuals present:

The meeting was opened by Mr. Jesse Ray, Jr. of the East End-Valley Street Committee stating that this meeting was being held to inform the residents of this area of the progress being made in the effort to revitalize the East End-Valley Street area. A list of questions was presented to Mr. Logan Delany, Community Development Coordinator, in reference to the information that the residents requested at this time.

Mr. Delany's opening remarks emphasized the funding over the next three years of Community Development. In this fiscal year, 1978-79, $1,257,000 has been approved by City Council for this area. He also stated that over the next three years approximately $4 million in Community Development funds will be spent in this area. These funds will primarily provide capital improvements and some economic development and employment

  2 opportunities for residents. Mr. Delany stated that this is a "selective improvement type program" and will be developed in phases over a period of four years.

Butler, Associates under a contract with the City, Community Development Staff, the East End-Valley Street Committee and the residents of this area have been working together in this effort to establish a plan of revitalization. The active support of citizens is critical to the development of a program of this magnitude.

Questions from the residents presented by Jesse Ray, Jr. and Bob Smith were then asked of Mr. Delany and other City Staff present.

It was stated that the actual dollar amount to the East End-Valley Street area for the fiscal year July, 1978 to June, 1979 would be $1,257,000. This money will become available after the application is submitted and an Environmental Impact Statement has been completed and accepted by the Department of Housing and Urban Development. Mr. Delany said that he is hoping for a release of funds on this project by August, 1978. Ken Michalove, City Manager, pointed out the many problems that may delay a project involving federal, state and local requirements. It was emphasized by Mr. Delany and Mr. Michalove that none of the allotted monies already approved to this area would be forfeited if the Environmental Impact Statement is not completed and approved by HUD by July, 1978.

It was asked if funds could be carried over from one year to another without affecting the next year's allocation and can the funds be shifted from one item to another within an action year. Mr. Delany responded by stating "yes" by submitting an amending resolution to the project for HUD approval. Mr. Delany emphasized once again that the funds allocated and authorized in this area would be spent for area improvements in the East End-Valley Street area.

He further stated that it is possible to have a "project coordinator of resident services" to assist the residents in securing available services. It was stated that necessary additional staff will be considered for the Community Development Program.

Other sources of funds were discussed. Mr. Michalove stated that looking for additional funds is a constant process. Mr. Delany said that the State Highway Commission has approved approximately $3 million for the widening of Valley Street which will support this project in addition to Economic Development Agency funds, Appalachian Regional Council funds, Urban Development Action Grant funds, CETA and Bureau of Outdoor funds which could become available to this project which it is estimated will cost approximately $12 million dollars.

The City Manager stated that the Community Development staff, Consulting Engineers, the East End-Valley Street Committee and the residents working together would keep everyone informed of changes in the project and report project development regularly.

Ms. Lillian Johnson asked if the money already allocated to the Valley Street area in the past three years would be spent in this area. Mr. Delany responded by saying "yes", the funds allocated to the area over the past three years except for some recreational improvement is still available and will be used in the area.

Larry Holt, Assistant Executive Director of the Asheville Housing Authority, stated that beginning July 1, 1978 a new list of homes to be rehabilitated would be established and the Valley Street area residents would be placed on the top of this list. The number of the Rehabilitation Division of the Housing Authority is 253-7626.

  3 Harlow Brown of Butler Associates, Consulting Engineers for this project, stated that in the first year of this project $507,000 would be spent on Mountain Street, Carroll Avenue and Grail and Ridge Streets and the remaining would be spent on land acquisition and relocation.

The question of Code Enforcement was raised. Mr. Michalove stated that if anyone in the neighborhood knew of a structure that was endangering the area to contact him or anyone on the City Staff to have this structure demolished.

It was asked by Mr. Ray what type of housing would be developed in this area. Larry Holt responded by saying that clustered scattered site housing would be built for the elderly.

It was requested by the East End-Valley Street Committee that the requests for bus shelters, stop or caution signs at Hazzard and Ridge Knob and at St James Church be acted upon now and they be installed at the earliest possible date.

Mr. Delany stated that it was important that plans to accommodate the needs of young people be seriously considered in planning the developments.

Mrs. Jessie Irby of 53 Max Street requested that brush and debris be cleaned up in front of her house.

Ms. Walker of 35 Ridge Street asked that a fence be replaced by the City that was taken down when the repair of a water line was made.

It was requested by several residents that stray dogs be taken care of in the area of Grail and Max Streets.
