This issue of The Community Improver continues the Redevelopment Commission’s encouraging citizens to vote for the bond issue on March 7, 1967: “For many years a lot of people have been asking the question: ‘Why doesn’t the city do something about the bad conditions in the south area of town?’ There is now a plan –a very good plan – to ‘do something’ in this area. It is an urban renewal plan, and it will widen and repave streets, put in street lights, provide storm and sanitary sewerage, clean up Nasty Branch, remove junk yards, clear run-down shacks, and provide for a large number of modern, attractive houses. This urban renewal program is out one best chance to see East Riverside become one of the best neighborhoods in town. This Tuesday we can vote for this program. If we don’t get it, we will have nobody to blame but ourselves.”  Readers are again invited to contact the Redevelopment Commission with questions, and to wait on improvements to their homes or moving until the bond issue is passed.  This is to ensure that people who have to move will be properly compensated for moving expenses. A map of the renewal area and highlights of the renewal project – including high-rise apartments for the elderly, a community center, and new branch YMCA – is included. A letter from James Greer, executive director of the Redevelopment Commission, follows.

                   Progress Through Community Effort

THE COMMUNITY IMPROVER

     For many years a lot of people have been asking the question: "Why doesn't the city do something about the bad conditions in the south area of town?" There is now a plan—a very good plan—to "do something" in this area. It is an urban renewal plan, and it will widen and repave streets, put in street lights, provide storm and sanitary sewerage, clean up Nasty Branch, remove junk yards, clear run-down shacks, and provide for a large number of modern, attractive houses.
     This urban renewal program is our one best chance to see East Riverside become one of the best neighborhoods in town. This Tuesday we can vote for this program, if we don't get it, we will have nobody to blame but ourselves.

QUESTIONS, ANYONE?
    
The Redevelopment Commission welcomes questions from the people of East Riverside. Already many people have called us wanting to know what to expect when the East Riverside program gets underway. Many want to know if their houses will be bought. We are glad to answer these questions. Our number is 252-1114.

WHAT TO DO TILL THE BOND ISSUE COMES
    
Just sit tight. If you have been thinking of moving because you think your house will be bought, don't. It would be better for you to wait until the Redevelopment Commission actually buys your house. The Redevelopment Commission is required to give you help in finding a place to move to. It is also required to pay your moving expenses up to $200.00. And there may be another payment to you, depending on your income...So don't move until you have called the Redevelopment Commission and asked questions about the urban renewal plan.

THIS PROGRAM IS FOR YOU
    
The East Riverside program is a big, long-term program for you, the residents of East Riverside.
     This may be the last chance to see East Riverside cleaned up and turned into a good residential section of town.
     This may be the only way "Nasty Branch" will ever be cleaned out.
     It will probably be the last time the federal government will offer to give Asheville over $6 million for this work, for only $1.4 million from us.
     Our chance is finally here, and it is too good a chance to pass up. East Riverside and Asheville can have this program only if we vote for it on March 7. If we sit back and do not support the bond issue, we may never see a change for the better in East Riverside.

4 Dear East Riverside Resident:

     During the past months, we have become more and more aware of your increasing concern for your neighborhood. We know of your interest in seeing our community upgraded, substandard housing cleared away, and new housing built. We are also aware that many people have worries about "What will happen to my house."
     Let us assure you that if your house is among those to be bought, you will be paid a fair market price for it, and you will be given assistance in finding a new home, both in the form of money and advice.
     This program will rebuild our community and make it a better place to live and work, but we cannot have it if you do not vote for it. We ask you to get out and vote for the bond issue this Tuesday!
