This booklet spotlights the major achievements in Asheville’s urban renewal project in 1969. Notable accomplishments include the first sales of buildings sites for redevelopment in Civic Redevelopment Project NC R-13. Other new construction projects were the YMCA, Buncombe County Health and Welfare Center, the Youth Building of the First Baptist Church, and the Sheraton Inn Hotel. In addition, the East Riverside Project completed its first full year of execution; over 350 parcels of land were “optioned,” roughly 40% of all the properties to be acquired during the project. 106 families, 33 individuals, and 6 businesses were relocated, and 35 structures completed rehabilitation, while another 48 were actively being rehabilitated. The booklet also addresses the prospective rearrangement of streets and gives updates on the status of land parcels still to be sold, particularly the proposed Civic Arts Center cite. A brief expense account is also included. |

Honorable Mayor and City Council City of
Asheville The year 1969 will certainly be recorded in the history books as a very active and progressive year for the Redevelopment Commission of the City of Asheville. After many years of waiting, the Civic Redevelopment Project N. C. R-13 is finally beginning to show the fruits of our labor. In 1969 the first building sites were sold for redevelopment. The first construction in the project, the new YMCA Building, was begun early this summer and now is rapidly approaching completion. As all can see, this beautiful new building will be an asset to the entire City of Asheville. Also under construction in the project is the new Buncombe County Health and Welfare Center, a multi-million dollar facility that will serve not only the City of Asheville and Buncombe County in our health and welfare needs, but Western North Carolina as well. It is expected that this building will be completed in the early spring. The addition to the First Baptist Church of the City of Asheville is presently under way on a site sold to them by the Redevelopment Commission and will house the new Youth Building for the church. A new Sheraton Inn Hotel is now under construction with the completion date in May, 1970. This facility will contain 150 rental units, a restaurant, a lounge and convention facilities that will accommodate up to 400 individuals at a cost in excess of 2 million dollars. It is further expected that other sites will be sold prior to the end of 1969. New streets are presently under construction and will be serviceable by the first of the year. Eight additonal [sic] parcels were included in the total acquisition program due to the decision of the previous City Council not to delete the 3-acre tract located north of the expressway at Orchard Street. Of these eight parcels only two remain to be acquired. All other acquisition, with the exception of two small remnants in the Civic Redevelopment Project, have been acquired, however, both staff and consultants are presently preparing an amendment to the project which will include among other things the possible acquisition of the David Millard Junior High School and rearrangement of certain streets in the east end of the project brought about by the proposed open cut through Beaucatcher Mountain by the State Highway Department. To date, of the thirteen parcels to be sold, the Commission has deeded four parcels. Some problems yet to be solved in completing the Civic Redevelopment Project include |

the continued delay by the State Highway
Department in the construction of the proposed Charlotte Street
extension through the project, and relocation of expressway ramps into
the new street. Of major importance is the pending final decision of
City Council regarding the disposition of the proposed Civic Arts Center
site located in the project. This particular site, or an alternate site
proposed by the Commission, will either be sold to the Civic Arts
Association for the construction of a Civic Arts Center or can be placed
on the market for commercial use. The East Riverside Urban Renewal Project N.C. R-48 has completed the first full year in the execution phase and is at present in full swing. To date over 350 parcels of land, representing an expenditure of $1,943,050. have been optioned. This represents 40% of all the properties to be acquired in the project. The Relocation Staff has already relocated 106 families, 33 individuals and 6 businesses into safe, sound, sanitary and standard houses and business places. The Rehabilitation program is moving forward with 35 structures having been rehabilitated and brought up to standard, and an additional 48 more structures are presently in the process of being rehabilitated. The Social Services Department is working daily with the families of the project, and has to date started a number of classes for the residents. Block clubs soon to be established will afford the residents with an opportunity to have a voice in the execution of the project.
