"Note. In my handwriting. below is given the original draft and basis of the plan of county government adopted by the [NC] General Assembly of 1895 and embodied with the immaterial modifications in chapter 136 of the public laws of 1896. Though not a member of the Legislature I was a member of the caucus committee of five, and to me was assigned the duty of drafting a statue of which would restore the right of local self-government and at the same time prevent the domination of incompetent men of any class or color. That the law has proven successful and popular is evinced by the fact that it is still in force in 34 of the 97 counties of North Carolina, at this date, August 20th, 1900."
