  13 Library of Congress, (Thomas Jefferson Building), built under the direction of Ainsworth Raines Spofford and completed in  1897.  Seen here shortly after completion.

Spofford created the national library and designated it as a legislative resource.  Also under Spofford the position of Librarian of Congress was created. By 1897 when the library was established in the new building, the volume count was over 800,000 volumes and it had surpassed the Boston Public Library, then the country's largest library.  Over 40% of the volumes were deposited through copyright deposit.

With the support of the American Library Association, and the future Librarian of Congress, Herbert Putnam and the well-known Melvil Dewey, the library was designated the national library. Significant expansion of staff and collections followed.
