In 1927 the Buncombe County School Board established Buncombe County Junior College as part of the public school system.  The college operated as a free public institution until 1930, when the Depression forced it to begin charging tuition.  In 1934 the authority of the institution, which had been held for three years by the faculty, was placed with a board of trustees and a charter was secured under the name of Biltmore College.  Control of the institution passed in 1936 from the trustees to the Asheville City School Board.  The City of Asheville then provided financial support, and the chartered name was changed to Asheville-Biltmore College. In 1945 a board of trustees was again formed which included as ex-officio members chairman of the Asheville City School Board, chairman of the Buncombe County School Board, superintendent of Asheville City Schools, and superintendent of Buncombe County Schools.  Between 1948 and 1957 the mayor of the City of Asheville and the chairman of the Buncombe County Board of Commissioners were also ex-officio members of the board.  From 1958 until the college became part of the North Carolina university system in 1969, the board was composed of community leaders with no ex-officio members.  Between 1970 and 1972, the Board of Trustees of the University of North Carolina governed UNCA, with the governor and the superintendent of public instruction as ex-officio members.  The UNC Asheville Board of Trustees was first organized on July 12, 1972.
