Under Mullen's leadership, several major projects were completed.  Thanks to the 2000 Higher Education Bond Referendum approved by North Carolina voters $50.2 million dollars was appropriated towards upgrading UNCA's buildings and facilities. The Higher Education Bond Referendum money was used toward the construction of the following buildings: Reuter Center, Governor's Hall, Highsmith University Union, New Hall, Zeis Hall, and the Sam Miller Campus Operations Center.  This money is also being used for the renovation of Zagier Hall.

The History of the University of North Carolina at Asheville

The new Highsmith University Union replaced the older and smaller university student center in 2004. Other campus construction under Mullen included the Reuter Center, home to the Creative Retirement program.  In 2003 Governor’s Hall dormitory building was constructed as the first phase of an ongoing project to replace Governor's Village, which was built in 1967.  New Hall, which houses the departments of classics, foreign languages, history, humanities, philosophy, and women's studies, was completed shortly after Chancellor Mullen left in 2005. 

Mullen left to become President of The College of Our Lady of the Elms, a Catholic liberal arts college in Chicopee, Massachusetts, where he continues his commitment to the liberal arts tradition.
