This program of field work and assignments in the Forest Service
Is issued quarterly, on the 15th day of July, October, January, and
April, and is for the exclusive use of members of the Service and
cooperating bureaus. The names of members whose assignments are not
yet fixed are necessarily omitted. All orders and other instructions
printed In the Field Program will apply to all districts.
It is requested that the members of the Forest Service cooperate
In milking this program complete and accurate.
Unless the address of a member is given in this program or is
definitely known, he should be addressed in care of the- Forest
Service, Washington, D. C.

These notes contain Instructions and necessary information to
forest officers, and will therefore be carefully read and kept on
file for reference.
EDITOR.
Agricultural Yearbook—
A limited supply of the Yearbook of the Department of Agriculture
for 1917, which will be issued probably in April, 1918, is allotted
to the Forest Service for its members. Copies will be supplied as in
former years to district foresters and supervisors for their
personal use. Other forest officers may have personal copies by
sending Jheir names to the Forester. Bequests will be filed and
filled in the order of their receipt as long as the supply lasts.
Copies will be supplied as usnal by the Library for district
libraries.
GRAZING.
Grazing Preferences Must Not Be Sold.
The Secretary of Agriculture has issued a circular under date of
January 2, 1918, notifying all permittees that the sale or transfer
of grazing privileges for a consideration is contrary to the
regulations and warning them that the payment of any bonus or the
giving of any consideration fo a permittee for the purpose of
securing the filing of a waiver of the grazing privilege upon the
National Forests is prohibited and will be sufficient cause for the
revocation of permit or forfeiture of all grazing preferences based
upon the purchase of permitted stock.

United States v. Hammond Lumber Co.: School section, suit
to quiet title, Santiam National Forest. October 29 Judge Bean, of
the United States District Court for Oregon, rendered a decision
holding that the SB. J sec. 36, T. 9 S., R. 5 E. was unsurveyed,
although the south and east township lines had been surveyed and the
quarter section corners established. Since interior survey of
township had not been made prior to forest withdrawal, the Hammond
Lumber Co. acquired no title by conveyance from the State.
.United States v. Jake S. McCown : Contempt of court.
October 29 defendant was fined $25 and costs, amounting to
approximately $42, for violation of injunction of September 15
directing him to discontinue grazing trespass on the Oregon National
Forest.
United States i-. Thomas E. Marks: Occupancy trespass, Snoqualmie
National Forest. Defendant was brought before 'the United States
Court for the Western District of Washington November 27, and the

jury returned a verdict of not guilty. The court instructed the
jury that in determining claimant's ;:ood faith they might take into
considera-. tion the fact that he had pendmg before the Interior
Department a petition for the exercise of the supervisory authority
of the Secretary. The court instructed the jury, however, that the
claimant had no right on the land after service of the decision of
the Secretary of the Interior denying his motion for a rehearing.
United States v. James York : Occupancy trespass, Tongass
National Forest. December 8 received notice from the United States
attorney, Juneau, Alaska, that the case had been closed on payment
by the trespasser of the fine of $25 a year for four years, during
which lime defendant had occupied Sumdiim Island as a fox ranch.
United States v. Hartford & Eastern Railway Co. : Kates on
logs, Snoqualmie National Forest. September 10 petition was filed
with the Public Service Commission of Washington to require
defendants to establish a rate on logs from certain points on its
railroad to Hartford Junction with the Northern Pacitic. Hearing
held at Monte Cristo, Wash., December 1, and the defendants directed
to establish rates requested.
United States v. Elmo Neil : Grazing trespass. Crater
National Forest. November 9 .trespasser paid $9 actual damage and
$50 punitive damages. Case closed.
United States v. S. P. Beecher: Fire trespass, Wenatchee
National Forest. December 10 trespasser plead guilty in the superior
court of Chelan County and was fined $10.
United States v. Thomas Nolan, Bob Solen, and K. A.
JIatson : Conspiracy to destroy property of the United States. The
defendants were indicted October 31 by the Federal grand jury for
the western district of Washington for conspiracy to violate
sections 49 and 52 of the Penal Code and were tried before the
United States court for said district December 13 to 18, inclusive.
The jury returned a verdict of guilty. Sentence has not yet been
passed. The action was instituted by the supervisor of the
Snoqualmie National Forest and the Snow Creek Logging Co.,
purchasers of National Forest timber on the Olympic National Forest.
The testimony showed that the defendants, members-' of the I. W. W.,
went to the Snow Creek logging cainp August 22. where a severe fire
had broken out July 14, and made such representations to the men who
were fighting the fire that about one-half of the 40 men who
remained after the strike of July 18 discontinued fighting fire and
left on the following morning, after which the fire continued to
burn for several weeks, destroying additional Government timber. The
defense was that the men went to the camp for the purpose of
informing the men that they should remain there and continue
fighting the fire.
