Housing Authority of the City of Asheville (HACA) Records, Part 2, Rehabilitation Assistance Program Records and Social Service Files contains 5 boxes of administrative records from the HACA files, and is part of the larger HACA Records Collection. It contains records from the Rehabilitation Assistance Program (Boxes 7-10) and Social Services (Box 11).

Scope and Contents

The AHA Rehabilitation Assistance Program provided grants and loans to Asheville residents for home repairs. Some of the loans were through the CARROT Program (CIty of Asheville Rental Rehabilitation for Owners and Tenants). These records contain documents, photographs, maps, meeting minutes, property descriptions, and legal documents.

Due to privacy and confidentiality issues, all personal financial records that were part of each application were redacted or purged after consultation with the NC Department of Cultural Resources and UNC Asheville General Counsel's office. Consequently, while many of these records may appear incomplete they still provide documentary evidence of how the Rehabilitation Assistance Program functioned.

In addition to Rehabilitation Assistance Files, this section also contains a box of Social Worker Case Files, which document instances when Social Services worked with citizens to determine their needs and find resources and housing for them, often in concert with other agencies. This box has been heavily redacted and purged to protect confidentiality.

Custodial History

The records of the Housing Authority of the City of Asheville were acquired by UNCA in July 2007, and the legal transfer of ownership occurred on October 16, 2007 when the Asheville City Council approved the transfer of the material files and photographs and provided a subsidy for the processing of the collection. Since then, additional materials were identified and acquired in 2008.

Initially processed by Special Collections staff, students, and volunteers, 2007-2012. Physical reprocessing and finding aid updates for the Rehabilitation Assistance Program and Social Service files by Gene Hyde, 2015.
