- NC R-13 Civic Redevelopment Project was considered to be a "Modernization Program. As described by the Asheville Housing Authority, "the area encompassing this project The Civic Redevelopment Project north and west of City-County Plaza was responsible for the present Health Department building among others." The East Riverside Urban Renewal Project bought dilapidated properties on 424 acres in the vicinity of Aston Park and then sold the land to builders of affordable housing. Eminent domain was used when necessary to obtain property. According to the Amendatory Application for Loan and Grant: Final Project Report (December 1969, located in box 17, folder 9), the "Urban Renewal Plan Objectives" for the Civic Development Project were stated as: "The objectives of the plan are the removal of structurally substandard buildings, the elimination of blighting influences and the retention of sound buildings which are designated as 'Not to Be Acquired.' The buildings which will remain will complement the concept of a central core."

Custodial History
The records of the Housing Authority of the City of Asheville were acquired by UNCA in July 2007, and the legal transfer of ownership occurred on October 16, 2007 when the Asheville City Council approved the transfer of the material files and photographs and provided a subsidy for the processing of the collection. Since then, additional materials were identified and acquired in 2008.
