Historical Note
As noted in Part 8, to which this part of the HACA Collection is closely related, a citizen's initiated redevelopment plan for the Hill Street / Cherry Street area of Asheville [the Head of of Montford] was activated in the mid 1980s. The Housing Authority were charged with the administration of the project and, as a major activity of the plan was commercial development, the Housing Authority began to acquire property for neighborhood retail use, and then develop plans for the potential usage of the properties.
The overall scope included the relocation of households and businesses and rehabilitation of dwellings, as well as improvements to drainage, utilities, streets, and sidewalks.

Custodial History
The records of the Housing Authority of the City of Asheville were acquired by UNCA in July 2007, and the legal transfer of ownership occurred on October 16, 2007 when the Asheville City Council approved the transfer of the material files and photographs and provided a subsidy for the processing of the collection. Since then, additional materials were identified and acquired in 2008 and 2015.
