Biographical Note

In 1963, the North Carolina legislature passed the Omnibus Higher Education Act, changing Asheville-Biltmore College from a two year junior college, to a state supported, four year baccalaureate degree institution, necessitating an increase in, and strengthening of, the college faculty. As a result, Dr. Wally W. Kaempfer moved to Asheville-Biltmore as dean of the faculty, a position he held until the end of 1967, when he left A-B College and moved to the University of South Alabama. He was replaced as dean of the faculty by Dr. Roy A. Riggs. Initially this was on a acting basis but was made permanent on March 21, 1968, after Riggs had been selected by a search committee. Riggs had been at A-B College since 1962 and had served as chair of the literature and language department, and the humanities program. In 1969, Asheville-Biltmore College became the University of North Carolina at Asheville, one of six campuses of the Consolidated University of North Carolina, and Roy Riggs became the first dean of the faculty of the new university.
